Trailers commonly referred to as “double wide” or any other camper, trailer coach or coaches having a minimum outside width of twenty (20) feet and containing 800 square feet or more of living space, when placed upon permanent foundation, with axel, wheels and towing apparatus removed, on premises owned or leased by the owner of the trailer coach, when used as a residence or business, shall be exempt and excepted from the provisions of this chapter.

§ 77.02 Utility Trailers, Travel Trailers, Converted Buses or Campers; Storage; Occupancy; Exception.
(A) It shall be unlawful for any person to store, keep, or park any utility trailer, travel trailer, converted bus or camper in the front or side yard of any residential property within the city limits of Hebron, Nebraska, without such utility trailer, travel trailer, converted bus or camper being properly situated on a permanent foundation, constructed in accordance with a validly issued city building permit. The only exception for this prohibition shall be for a utility trailer owned and used by a licensed contractor who is working pursuant to a contract with the owner of the property who has applied for and received a permit to store the utility trailer on such property from the Hebron City Clerk. Such permits may be granted for terms not to exceed seven (7) days each.
(B) It further shall be unlawful for any person to keep, park or maintain a travel trailer, converted bus or camper at any location on residential property, used for occupancy as a dwelling or sleeping space for any period not to exceed two (2) weeks in duration. An owner of premises within the City of Hebron that is in the process of rebuilding or remodeling a permanent improvement thereon pursuant to a valid city building permit, may be permitted to use a travel trailer, converted bus or camper as a residence for a period in excess of two (2) weeks in duration, while such remodeling or renovation is being conducted, by applying to and receiving a permit therefor from the Hebron City Clerk. Such permits may be granted for terms not to exceed seven (7) days each.

It shall be unlawful for any person to park any travel trailer, camper or converted bus on any platted street or alley within the municipal limits of the City of Hebron, Nebraska, for a period of time in excess of twenty-four (24) consecutive hours, during which time traffic shall not be impeded in any way.

Except as otherwise provided, it shall be unlawful for any person to park a trailer or camper within the corporate limits for purposes of using the trailer or camper as a dwelling or sleeping place or to conduct any business except in a designated or approved trailer camp for which a permit has been issued and is currently valid.

Any person or any person’s agent or servant who violates any of the provisions of this chapter, shall be deemed guilty of an offense and upon conviction shall be fined in any sum not exceeding $500.00. A new violation shall be deemed to have been committed every twenty-four (24) hours of failure to comply with the provisions of this chapter.
